Description

Implement a new operator for Is REGEX and Is Not REGEX to supply SQL REGEXP. Be sure the filter query is being captured as a fatal error due to misuse would lock user management. User needs to be able to clear the filter when this happens.

This could also probably be extended to frontend userlists as well. Believe it already is using the same XML options.
