Plugin params don't inform you the plugin is unpublished
Description
When loading plugin params through XML the parameters should display an alert and inform you the plugin is unpublished. It appears common for users to install a plugin, configure its parameters (e.g. CB Privacy parameters configured for a tab/field), then notice it doesn't work, but that's due to the plugin being unpublished.

CBSubs has xml code to check and display warning in admin area. Maybe easiest to port it to CB itself.
