Description

Implement keeping track of the tab you were previously on for step by step. This should ensure it doesn't display a tab the user can't access though encase it gets disabled.

Implemented in MR !1191

Disabled tabs can't be selected even by cookie so that case is handled by cbtabs jQuery. Also enabled for profile edit.
