Implement parameter to turn off hits tracking
Description
Implement a parameter above "Minimum Hits Interval in Minutes" to turn off the hits tracking entirely and in recordViewHit return out of the function if hits are turned off. Some sites don't need this feature and it's just loading down their database unnecessarily.
