If no moderator usergroups are found notifications error
Description
When a moderator view access level either doesn't exist or has no usergroups it causes notifications to fatally error as the query is checking if the user is a moderator instead of doing it through PHP. Add a check to ignore this test if there are no moderator usergroups to check.
