Improve injections filter to respect Joomla text filter
Description
Currently the InjectionsFilter::filter usage always uses configuration whitelist. This should respect Joomlas Text Filter usage, which is usergroup by usergroup (so user by user). Global parameter could be removed at this point, combined with user filter, or as a fallback.
