Implement database table for package types

Description
This should allow for changing the order of types, ACL access permissions, specifying their parent, and specify how they should be treated (e.g. is this type to be treated as Joomla components? modules? custom?). This will give significantly more control over the categorization of packages.
Will need migration code to handle existing custom package types.
