Steps for datetime and time fields now by 1 minute instead of 5 minutes
Description
Currently minute steps is set to 5 and seconds steps is set to 1. Add parameters to allow changing these.

Implement as part of the time field implementation in MR !1302
Instead of adding a new parameter the step interval for minutes has been changed to 1 instead of 5. This is needed for backend anyway since the selection wasn't accurate enough for backend management.
