Field upload limit does not function

Description
When checking for a upload limit using a field instead of a custom supplied value it doesn't appear to be able to find the field.
- Status changed from Assigned to Rejected
- Target version deleted (
2.2.0)
- % Done changed from 0 to 100
This is due to the field being inaccessible, but is not caused directly by CB Gallery.
- Status changed from Rejected to Assigned
- Target version set to 2.2.0
- % Done changed from 100 to 0
Field check should have the reason changed from profile to adminfulllist so it doesn't have to be set to display on profile to get its value.
$fullAccess is already supplied, but the fallback is broken and isn't grabbing the raw value from user object as it should.
- Status changed from Assigned to Resolved
- % Done changed from 0 to 100
- Status changed from Resolved to Closed
