Description

Currently CB redirects away from the profile endpoint. This causes the redirect from new J3.9 privacy consent to get stuck in a redirect loop. System plugin needs to check if on Joomla 3.9, if privacy consent plugin is enabled, and if the user hasn't consented then don't redirect to allow privacy consent to take place.
