Implement menu option for reporting messages
Description
Implement an option for reporting messages that aren't from a moderator or the system. This should ask for a reason and auto mark the messages for deletion. Notification sent to moderator should include who it was sent by, who it was sent to, and the message it self (encase a full delete is triggered).
