Test and fix any PHP 7.3 compatibility issues. Appears to be a known installer problem in CB Package Builder or CBs installer in general. Needs further review.

Installing CB on PHP 7.3.2 so far is working fine. Needs further review from 7.2 to 7.3 to see exactly what changed.

No issues were found in core CB when using PHP 7.3. Only minor warnings in 2 non-core plugins, which have already been fixed.
