Redo connection notification messages

Description

The connection notification messages don't make a lot of sense anymore. For example the footer is "NOTE: This is a message generated automatically by the Connections system. It has the connecting user's address, so you can conveniently reply if you wish to.". This should adjust it self based off whatever "Emails Sent From" is set to.

The old styling for cbNotice in the footer of the PM should also be removed.
