Implement always allowing HTML for system PMs
Description
Currently PMs are limited to HTML or plain text by the editor setting. This is also enforced for PMs sent as system messages. System messages should be exempt from this.

My understanding of his request:
" How can I send links in system PM's, but not have the editor on for users? "Is not to have HTML possible in textarea. He just wants that system PM be in HTML. And most surely not that users can send HTML.
I'm quite strongly against textareas with HTML.

sounds good, and they come with the html editor of the (admin) user that can send such.
