Description

When enabled "Ask for card billing address for AVS" it causes payments to fail as information is missing. Seams City is required, but not being sent or asked for.

Implemented in MR !172 with commit 894f14bca7dc1dae9ffb4e12642183cfa34e5b0b

and tested with auth.net test server, both city and state are passed and confirmed in payment confirmation email
