Improve build release update banner
Description
The update banner when notifying about a new build release sends you to Joomlapolis homepage where there's no info about the release like there would be for a stable release. The download link also does not download anything. The info link should probably send to the forge and the download link send them to install from web or at least directly try to download the CB package.

Implemented in MR !1488
Build releases learn more link will now send to CBs forge issues page. Its update now button will now send to install from web within CB if enabled otherwise works same as before and directly downloads. Stable releases learn more will continue to send to JP home page and its update now button will send you to Joomla extension update page.
