openIncrease maximum userlist search redirect URL length check
Description
This is currently set to 2083, which is the limit for internet explorer. IE isn't relevant today. Modern browsers support anywhere from 80,000-100,000+. Maybe a simple useragent check to just handle this roughly would be best so larger userlists can redirect for better SEO links.

This needs to also check the maximum request length limit allowed by the server.

Server default lengths as follows.
Apache = 8192
NGINX = 8192
IIS = 2048
Need a more complete list before this can be considered further as we'll need to detect user agent AND detect server type.
