Improve package installer to preflight check if installer extensions folder exists already

Description

If the installer extensions folder already exists and its an update install it should delete that existing folder before installing the package installer to prevent old packages from installing again.

This would completely break the caching of packaged zips so we don't have to repackage every time someone goes to download a release. Need to consider some other option like cleaning up before install, which is doable for Joomla installs, but not for CB installs since CBs doesn't have pre-install events. This issue however has only ever been seen with Joomla related installs so probably fine just fixing it there and not worrying about CB.
