Description

The usergroup check is the slowest aspect of userlist queries. If a userlist is outputting every usergroup then there's no point in adding that information to the query. This optimization should speed up the majority of userlists.

This is already the case if NO usergroups are selected, but selecting none and selecting all are the same thing so it should take that into account.
