If a payment is started and offline payment gateway is used it generates a basket and places it in a pending state. When revisiting this basket to change payment method the 'There is already a payment in process for your membership. Only select a payment option below if you want to change the method by which you will pay your membership fee' notice is supposed to display, but often doesn't AND using the offline payment gateway button AGAIN generates yet another basket. This can be done over and over effectively spamming an infinite number of baskets.
