Description

The IPN creation in the offline gateway isn't using the newer APIs and it is creating the IPN before checking the existing state of the basket (e.g. basket already pending) before it creates the IPN. This should be fixed to use the newer APIs and to only create the IPN entry if the basket state is actually changing.
