Implement permissions settings for access to user private messages
Description
Currently user private messages cannot be accessed from backend. Implement a permission that can only be set by Super Users to allow access. In addition to this utilize Joomla access log to keep a history of any user accessing a users private message from backend so there is a record of access.

Joomla "rules" field doesn't allow setting a default privacy rule. It also forces Super Users to Allowed, but we want default of Denied for everyone. So does not appear that permissions can be used for this. It would need to be a CB based parameter.
