Implement support for nested substitutions
Description
Core substitutions support nesting to some degree. This should also be supported in CBSubs content plugin substitutions. At the very least for "user" parameter.

Without access to core CBuser helper functions for evaluating nested substitutions this would be complicated and require, even more, duplicate code. Need to first review making substitution helper functions public access or extracting out to a new class.
