Should overrides of default language apply when the used language (dialect) is not installed ?
Description
If only default language plugin is installed (en-GB default), but the Joomla selected language is en-US, then the default overrides don't override.

Wouldn't it make sense that the overrides of the Default language be applied when the used language is not installed ?
And if not, then only if the dialect changes, but it's still the same (en) language, to still use the overrides ?

The overrides for the loaded CB language should always be loaded. Their issue is they installed en-US for Joomla AND for CB. This means Joomla was telling en-US to load and thus en-US overrides will be used (not default language). If they only installed en-US for Joomla then default language overrides would load fine.
