Recurring payments not using IPNs, but using the scheduler can fail the verify payment status as that check is for PDT/IPN and doesn't accept failed fraud statuses. A scheduled payment can go into fraud status as pending then be accepted later. Scheduled payments should skip the verify payment check (it's not necessary to verify what we directly triggered).
