CB Paid Subscriptions

These would allow bypassing the payment collection process and using test clocks for recurring payments. This allows fully testing the recurring flow without creating extra data within Stripe as it's all test data that can be purged. Additionally it allows advancing time on subscriptions to test how a site will respond.
