Legacy _getAbsURLwithParam missing Itemid fallback
Description
URLs built by _getAbsURLwithParam can have a missing Itemid. Itemid should never be missing. Fallback is always supposed to be applied and should fallback to profile menu item. Failing to fallback can result in links loading the wrong template (e.g. Home instead of Default).
