Implement support for Notify block option for duplicate registrations

Description
This should just then notify moderators or a specific recipient that a block WOULD occur, but don't perform any blocking. So for example notify that a duplicate registration occurred.
- Subject changed from Implement support for Notify block option for various block types to Implement support for Notify block option for duplicate registrations
Other block types may see similar feature. In general more support for notifications would be good.
- Status changed from Assigned to Resolved
- % Done changed from 0 to 100
