Promotions can change pricing displays of plans outside of basket, but only do so in basket due to evaluating geographic data strictly from the basket. However it's just using the invoice address from _comprofiler CBSubs fields that was synchronized to the basket. So if the user already has invoice address stored in _comprofiler then when outside of basket it should use that for evaluating geographic conditions.
