Description

When a static version number is sent it turns on strict versioning for dependencies and subpackages as well, but that's not what we're requesting when we're downloading (Latest). This instead should just be the tag "latest" in the dropdown instead of the actual value. The download buttons should also avoid adding &version when it's the latest being selected.
