improve URL functions to support sending a specific Itemid or omitting it entirely
Description
This would better allow for plugin URLs to specify a more explicit Itemid instead of relying on CB to find one. Omitting an Itemid also maybe more preferred than an Itemid trying to access something the user can't and isn't entirely relevant.
