Implement additional configuration parameter to toggle off forcing field display in backend edit
Description
If fields have registration or edit turned off they still display in backend user edit. Implement parameters to control this better so that backend also has to respect those parameters. Fields that have been turned off for profile edit and registration could just be Custom HTML fields so this is causing a bunch of HTML, which might break a form, to render where it shouldn't. By default both parameters should keep current behavior though for backwards compatibility.
