Update jQuery plugins Javascript libraries to latest compatible versions 1.5.2
Description
Kyle, can you please check versions of Javascript libraries as usual (with version number and URL) ?
I will then update and check.

jwysiwyg is still being worked on heavily so upgrade isn't worth yet.
r1503 updates jQuery flot from 0.6 to 0.7
r1504 updates jQuery validate from 1.7 to 1.8.1
rating will not be updated until CB 2.0 release, as it's incompatible backwards

r1513 updates jQuery library form from 1.5.0 to 1.5.2 (keeping upgrade to 1.6.2+/1.7+ for CB 2.0, because of .attr() incompatibility and .prop() introduction breaking minor things like cluetip and major JS code on CB and in CB Team plugins
