Description

By default on a Joomla 2.5.1 website with CB 1.8 installed, a regular Administrator (not super admin) can add new users in Joomla user manager backend.

However such a user cannot add users via CB User Manager as a popup error:

You cannot save a `Registered`. Only higher-level users have this power.
