Accesslevel on tabs not bahaving properly when usergroups was once used

Description

When Usergroups was once used (and drop-down still available) then you set Accesslevel to Registered it no longer works. Registered users can't even see the tab. Seams the permissions aren't properly calculating somehow.

Could not reproduce locally as Usergroups drop-down is not available.

I'm unable to reproduce in CB 1.9 pre-RC2. Think this got fixed in CB 1.8.1.
