Unlock fieldtype and fieldname when editing existing fields

Description
Fieldtype can already be changed fairly safely with normal field save by altering the HTML to change its type. Column adjustments, etc.. are already made. Of course existing saved values may or may not match up perfectly, but that's ok. Fieldname will need a table alter query to adjust the name so it doesn't just create a new column. System fields should remain locked as they are not allowed to be changed.
This should only work for core field types. Exclude system, calculated, and plugin field types to ensure behavior remains consistent.
Alert the user when the type and/or name is being changed when the field already has an id.
Maybe instead of excluding plugin fields just exclude Unique fieldtypes?
Name will not be changeable as there is too much risk of data loss due to column adjustments. Only type can be changed for now.
