Replace tooltip usage with jQuery tooltips or an alternative jQuery plugin

The current jQuery tooltip usage is significantly out of date. The overlib plugin is no longer being developed.

Implemented qTip as a new jQuery plugin to be used for tooltips (and more actually).

All tooltip usages officially upgraded to qTip. In addition to this field input title usage is gone in favor of mouseover qTip tooltips instead of ugly HTML titles.
