Upgrade core plugin installer to run core plugin xmls properly

Description
Currently when core plugins install their SQL does not. It should install them like they were a normal CB plugin.
- Status changed from Assigned to Resolved
- % Done changed from 0 to 100
Upgraded second stage of install to actually install the plugins instead of just copying the files over. This allows normal plugin XML usage to work as expected.
