Description

Currently when emails are sent they're sent in the language of the sender and not the recipient. If the recipient is a valid user (has a user id) then it should load in their language before parsing the subject body/message for language string usage. This will allow emails to be sent to the recipient in the correct language. This should only be implemented in the Notification API.
