UserAccessGroup of -2 (Public) upgrades to a new View Access Level including only Guest group instead of Public

There is a bug in the upgrader of useraccessgroups that transforms "Public" -2 useraccessgroup into "Guest"-group viewaccesslevel, instead of the Public one.
Just confirmed its presence it in the code.
