Add notice to default language files to warn people not to make changes

Description
Making changes to default language files is not the way to modify default language strings.
People should make their own English language package and make changes there.

Proposal:
Add following comment right after the default language.php and admin_language.php header comment:
// DO NOT MAKE LANGUAGE STRING CHANGES IN THIS FILE AS IT WILL BE OVER-WRITTEN WHEN YOU UPGRADE CB
// TO LOCALIZE YOU NEED TO CREATE YOUR OWN CB LANGUAGE PLUGIN AND MAKE CHANGES THERE
Sounds fine. Just don't YELL at people in CAPITALS, but use regular text. you can always add a nice comment-enclosing line /* before and another */ line after like this
