Admin navigation module should have second levels for GroupJive and CBSubs
Description
For Community Builder there are second level menu items for:
User Management -> Add New User
Tab Management -> Add New Tab
Field Management -> Add New Field
List Management -> Add New List
Plugin Management -> Install New Plugin
It would be nice to extend the GroupJive and Paid Subscriptions menus for:
Paid Subscriptions
Gateways -> Add New Gateway
Plans -> Add New Plan
Promotions -> Add New Promotion
For Taxes maybe following (not sure how useful these are)
Taxes -> Add New Tax Rule
Taxes -> Add New Tax Rate
Taxes -> Add New Geographic Zone
Taxes -> Add New Country
Taxes -> Add New State / Province
Taxes -> Sales Tax Report
GroupJive
Control Panel (needs to be added)
Groups -> Add New Group
Users -> Add New User to Group

For taxes, only Sales Tax Report is useful on a regular basis, others Taxes Add New ... items should not be submenus.
