I have verified this user's behavior locally.
The empty searching (everything set to no preference basically) should result in a full list, but returns nothing instead.

Not a bug. There are parameters to force this behavior. Set the following parameters under Parameters > Search for the users desired results.
Hide Empty Searches = Yes
Collapse Search Criteria = No
