Description

Joomla has a bug: If an update server can't be reached just once (e.g. your computer is offline or server is being rebooted), the update server is auto-disabled forever.

In that case, update notifications never arrive in control panel.

We need in the admin module and in the component to make sure that it stays enabled for CB package.
