CB Blogs, CB Forums, and CB Articles hide empty tab

Description
Implement for these plugin tabs to respect Show Empty Tabs config parameter. CB Blogs first needs to check the users create access then hide as it should only hide if it's empty and the viewer can't create blogs. CB Forums and CB Articles can just hide if empty as it has no create features.
Imho, this feature should be a generic feature for any tab, not specific.
