Implement separate profile edit ordering

Description
Profile edit display basically 1:1 matches registration display. Whether it's flat or tabbed. They both behave the same. Profile view ordering is Position based THEN order based. This makes profile edit ordering illogical to use profile view ordering (they don't match, at all). Implement separate parameter for profile edit ordering that works like registration ordering.
Shouldn't actually profile editing match profile view ordering ?
It's not possible for profile edit to match profile view. Profile view ordering is based off the positions. Profile edit has no positions. Seams more likely for it to be based off registration as they have the same layouts.

Maybe a better option is to just add a new ordering parameter like registration order. It's easy enough to migrate all 3 once we've a layout editor and this would provide more fine grained control over profile edit tab ordering.
