Implement plugin installer pre-scripts

Description
Currently install scripts are all fired after a plugin installs. This is after database and file changes have already been made. Support for install script usage before any database or file changes are made will allow for pre-checks to ensure the plugin is allowed to even install/upgrade or perform pre-install changes as needed.
