Implement support for XML fieldsets to be collapsed (new fieldset attr) with option to be expanded or collapsed by default.

Implemented in MR !1201

Supply collapsed="true" to collapse the fieldset by default or collapsed="false" to allow collapse-able, but is expanded by default.
