Description

Currently only the Latest module mode lets you exclude packages by id, by type, and/or by subtype. Implement support for exclusions on packages and presets modes in addition to exclusion support in menus. This would then ideally allow for our downloads page to suppress language plugin display, which should be strictly displayed on the localization page only.
