Install from Web doesn't detect a preset is installed

Description

If all the packages in a preset are installed it should note a preset is installed. It should also note if it's partially installed.

Hide presets from New & Popular as well.

Web endpoint does not include the packages that are bundled with it. So this won't be possible yet. Best that could be done is a guess based check at this time.
